Will my child's funds expire?Yes, if the funds are not used within seven years from when your child turns 18, they will expire the day after they turn 25. At that point, any unused funds will be reallocated to the DREAM Scholarship Fund (DSF) to support other participants in the program.
-
How do I track and manage child's funds?Your child will have a personal fundraising campaign link through Givebutter, where you can track contributions and share it with your network to raise funds. There’s no need for additional management—DREAM holds the funds with the support of the PA Department of Treasury until your child graduates high school, at which point the funds will become accessible.

What if my child decides not to go to college? If your child chooses not to attend college, you can still open a 529 account to receive the funds. Your financial institution can provide guidance on alternative ways to use or transfer the funds. A 529 account is a tax-advantaged savings plan designed to help families save for future education expenses such as tuition, fees, books, and room and board. If you need more information or guidance on how to set up and manage a 529 account, consult your financial institution.
-

-
How will the DSF impact my child’s financial aid and overall financial situation? The DSF may affect your child’s financial aid eligibility. We recommend consulting a financial aid advisor when transferring funds into a 529 account, as your child’s institution can provide guidance on potential impacts. Additionally, while the DSF is designed to support educational expenses, we encourage families to consult a financial advisor to understand any broader financial implications.
-
Who is eligible for the DSF?Currently, eligibility is limited to youth who have participated in DREAM’s Village Mentoring program for at least one year. This ensures the DSF benefits individuals who have demonstrated commitment and engagement in the program.
-
How do I withdraw my child's funds?Upon your child’s high school graduation, you will need to open a 529 account to receive the funds. Once transferred, the funds can be used for qualifying education expenses. A 529 account is a tax-advantaged savings plan designed to help families save for future education expenses such as tuition, fees, books, and room and board. If you need more information or guidance on how to set up and manage a 529 account, consult your financial institution.
-
How do I open a DSF for my child? You don’t have to! Every child enrolled in DREAM’s Village Mentoring Program for at least one year will automatically have a DREAM Scholarship Fund created for them. Parents and legal guardians will have the option to opt out if they choose not to participate.
